The Government decided about the advance polling stations to be set up abroad for the April municipal elections on 21 December 2016. The Ministry for Foreign Affairs is responsible for the organisation of advance voting abroad. The Finnish diplomatic or consular missions and their offices will serve as advance polling stations abroad. Voting will be possible in 125 polling stations in 78 countries.

The electorate consists mainly of Finnish citizens over 18 years of age whose municipality of residence is in Finland.

A passport or some other official ID must be presented at the polling station. The notice of right to vote may be displayed but voting is possible also without presenting it.
